In a word, No. The GTK themes apply but not the Shell. There are specific themes available for Cinnamon from the Cinnamon page [link]

Also i noticed you said you added the image to the background using gimp, why not just make conky draw the image then you can change the wall without having to add it to the image via gimp

Its actually quite simple you just have to make a blank conky with an image

Could be a couple of things
Have you got it in the correct directory create a folder in your home folder called .conky/ and put the dock-bg/ folder in their
Or it could be
In the conky settings their a variable called own_window_type its set to desktop but it varies between different de (i made this using openbox) try changing it to "normal" or "override" (without quotes)
Last if none of the above worked could be that your conky has not been compiled with Imlib2 have you installed the conky-all package ?

I have done all of the above, in fact only one conky config I have will actually work. It's starting to be come a wee bit frustrating.

What does the terminal output when you run
conky -c ~/.conky/dock-bg/conky.rc
See if their is an error or anything it could be something as simple as the position of the config
