cells second form is pure fail, i remember thinking when i was 11 when i first saw it, "why does his lips look like Al capons? and why is he wearing shoes now?"

Well, i supose that each form of Cels evolution is a testament on which element evolves further until perfect form. The fist form was more devious and smart since he was so scrawny, the second form was more thuggish and brutish to signify he's getting stronger, and then perfect form signifies the perfect fusion of intellect and strength.
At least that's how I see it.
