It's 24 frames per second. Cartoons usually stick to 12 while using 24 for action scenes.

My brain thinks this is a cell-shaded 3D asset that has been hand-animated with computer algorithm-supplied shading. Is it correct or is this painstakingly hand-animated 2D art?

It's not a 3D model, but I did have the animation program help with interpolation, so I didn't actually draw most of the frames.

No, stop motion is the technique in which you take successive photographs of something real, changing it slightly in each photograph to give it the appearance that it is moving.
