A repeat of what wave9 said a while ago- it looks like pen but there are different shades- for the feathers, eyes, beak etc. Would be very interested in knowing what tools you are using

it appears to be a pencil sketch gone over with pen. the darkest shading looks to be done with pen and he/she fades it into the lighter pencil shading
