Yeah, Cyrodil doesn't seem much saner than Shivering Isles.
Then again, part of that might be the random conversation generators. Yes, you saw a mudcrab the other day, and the dark brotherhood comes in your sleep if you murder someone, we get it.

I think the thing that makes Haskill insane enough for the Shivering Isles is that he actually isn't insane at all. The sane one amongst lunatics is the insane on, as everyone around him THINK that they are sane and he isn't.
But yeah, he needs aspirin, herb l tea... and pejhaps a hug.

I think Haskill is sane because Sheogorath needed someone sane to be a good administrator for his kingdom.

That raises the question why Haskill agreed to that. Immortality tends to get boring after a couple of centuries or at best eons, even if the Daedric Prince of Madness is your master.

This assumes Haskill had a life before his service with Sheogorath. Some conversations in Shivering Isles and in the "Interview With Two Denizens of the Shivering Isles" that hint that Haskill and Dyus were created to be servants of their respective daedric princes.

Then Haskill was very likely created by Jyggalag, and later simply kept by Sheogorath, as I can't seem to find it possible for Sheo to create something sane. I mean, insanity is the only thing which keeps the Shivering Isles alive, so it seems rather logical...
Aaaand I have just proven myself wrong. There can't be both logic and insanity, either one or the other, never both.
Though Sheogorath and Jyggalag have become different entities and ARE able to exist at the same time.

Hmm, well Dyus was both Jyggalag's head librarian and his lord chamberlain, so I suspect Jyggalag didn't create Haskill.
Logic and insanity can coexist, but you need a genius mind like Sheogorath's to sustain them together.

Y'know what? I'm beggining to think that I'm not too well educated in the Elder Scrolls lore, which makes each and every of my attempts to find a satisfying answer for this futile.
What I do know is that the battle against Jyggalag was pathetically easy. Five blows with the fire/ice sword (I'm from germany, so I don't know it's english name [By the way: the german voice acting is crap, as the voice actors for both special and generic characters are using the same pronouncication and all that, and sometimes there are only subtitles, and they say nothing. Oh and Jyggalag's voice? Absolutely identic with Sheogorath's.]) and he goes down. I mean, I DID play on easiest difficulty, but I always do that on my first playthrough, no matter which game it is. And it's still embarassing when I later fought a Grummit and he took nine hits before he died.
Though the fight with Jyggalag is still better than the "final battle" of Oblivion itself...
