For decades the touristic area around Utrecht's Cathedral tower was also a concentration of 'coffeeshops' - not really a coincidence because the Dutch permissive attitude towards soft drugs has drawn foreigners as much as the tulips and windmills.
Although the coffeeshops are still going strong in the area, the general climate is changing though - the authorities are imposing ever more limitations, clamping down on hash 'plantations' in attics (using the stuff is tolerated, but growing production quantities and selling it without a licence isn't) and border towns are banning coffeeshops althogether. The stuff has changed too: stronger and therefore also more addictive.
