This is the new evolution of Delcatty, the design has a bit of elements of its pre-evolve forms such as Skitty and Delcatty. Delcatty evolves into the new evolution when exposed to a Translucent Stone (Translucent Stone is another completely new evolutionary stone and i'll upload that picture of the Translucent Stone for another day).Oh by the way, what both the name, stats, moves and abilities would be?
