Tikal was there for it, so she knows. Probably doesn't stop her from worrying when he's about to start trouble. Charmy is probably dead by this point, of old age, if nothing else. However, they're currently in the dimensional vortex the bonus stages all take place in, so anything goes.

Best guess? Given that they were just in Scourge's world, demonstrating that we can have multiple dimensions in this setting, they could be the minions of another alternate-universe Robotnik. Probably not Nicole's henchmen, since they don't have "G.U.N." emblazoned on them.
