the idea behind this is that France had just dissolved the holy roman empire (1806) and realized that he had a head injury and was bleeding, but he was already too far away at that point (like, maybe 2 miles. you can see 7.5 miles away on a clear day, on a flat surface) to run to him and get him checked out.
then he walked right into prussia and prussia patched him up but didn't know who he was, because they had never met before, and decided to call him germany.
