Well, this is pretty much the process I would use when I want to make an RM anyway, though I tend to only do so when I already have a basic idea of what I want them to be like.Just made this because I haven't seen anyone actually make a guide or anything on making RMs, so I thought I would to help out people who may be stuck or something by saying how I would do it.
~~Some questions and answers~~
Q: I use my own way when making my RMs. Is one of us wrong?
A: No. There's several different ways to approach making RMs and some people may find one way of doing it better than others. This is merely the kinda steps I go through when making an RM. If you have your own way and you prefer it, then stick with that one.
Q: Are there more exceptions to the "man/woman" naming rule?
A: Yeah actually, there's a few. I didn't mention them because of space issues on the guide. Off the top of my head, there's the SRNs/Stardroids (who are named after planets in the solar system), Doc Robot (if you consider him a RM), King, Ra Thor (who has been retconned out of canon along with the entirety of Super Adventure Rockman), Zero (who's technically a RM as he predates reploids along with X) and finally Plum (who's name is a reference to her red/yellow colour scheme like that of a plum and was came up with by a different development team than the main series games). In any case, names with "man/woman" on the end and musical references are the most common. Moreover, once again these names mentioned are seemingly given to special, non-standard RMs. You would probably never come across an RM with a normal name like "Jonathan" for example in any case.
Q: You call these tips and yet they sound more like rules and demands. Why is that?
A: What can I say? I'm picky about things when it comes to making my own RMs. This is only a rough guide though on what I do half the time when making an RM, so it's best you use it as a rough guide and don't follow it word for word if you have your own way of doing things.
Q: I already have some RMs but they don't follow some of these tips. Am I wrong? Should I change them?
A: Dude, if you already have an RM that doesn't follow my recommendations but you're already happy with it, don't change it. Life's too short to worry about things like that too much. But, if you really want to change your RM though, it's up to you. Either way though, it isn't up to me what you do at all.
Q: I don't like this guide.
A: Good for you.
Q: What else can you tell us about Heliacman? Are you gonna keep him?
A: The Heliac Burst works by Helicaman not using his back vents to puff out air and ash, causing the pressure to increase in his chest cavity. This same pressure feeds through the tube that goes to his gun, forcing his basic fire attack to become more powerful and forceful. His "basic fire attack" is just like a regular buster shot, but with fire pellets instead of the lemon looking ones that other RMs have. I was also originally planning to have him like "Michael Bay films" instead of just "action movies" as he just watches the things because of the explosions. As for whether I'm gonna keep him, it's a maybe leaning towards yes. I wasn't originally but I shown a friend them and they started telling me that I should keep him because he's cute, and uhh yeah. My characters all tie into one bigger storyline though, so I don't know how he's gonna contribute too much to that.
Q: I kinda want my RM to have a traditional weapon instead of, say, a buster. Any tips?
A: When I designed Relicman's bow, a massive help to me was to study Yamatoman's spear. Looking at how Yamatoman's spear was modified from a normal spear in order to fit into the Megaman universe gave me an idea on what to do and allowed me better insight into how to make things more Megaman-ish, so I recommend giving that spear a look if I were you.
Q: How about Airman-types?
A: What about Airman-types? Bro, if I knew how to design those then I'd probably have one by now, but I don't. But hey, if you can design one like I can't, than go for it! I'm pretty sure you can use these tips/this guide to help you out even if you're making an Airman-type as it's just the body shape that's changing, not the process.
Q: Can you do a guide like this on creating reploids?? :0000000000
A: Potentially, but I'm not going to. My full focus is on the classic series, always has been. I know very little about reploids and the MMX series in general because of this, so at this point in time I can't really. What I can mention though is that it seems like human looking reploids look just like RMs half the time but just a little more complicated, and their design gets more and more complex as the games progress. This is similar to the classic series though; the RMs from the 5th game look more complex than the 1st game, and really you can blame that in-universe on technological advancements.

The ones that kind of look like objects are my favorite but I can't come up with or draw them for beans. Those ones like Chargeman, Heatman, Sparkman ugh. Funny how they are so simple yet difficult to come up with for me.

Oof. Yeah, those are some toughies. I'm not too great at doing them either; I have the objects and stuff I want to base the designs on but I can never get it looking quite right. I mean, I have Ventureman and his appearance is inspired by Turboman obviously, but originally he was supposed to be an Airman-type. RIP my ability to create characters with different body shapes.
All I can really suggest for you is to find a random object generator (such as this one ) and just kinda go through anything that looks even remotely interesting and see if you can come up with a good RM with that object theme. I would also suggest doing loads of different ones (as in sketches and concepts for them) for practicing until you find a method that just kinda clicks doing those kinda designs. I know it's obvious to say too, but remember to look at the official characters with those kinda designs as a frame of reference and inspiration.

Just gonna put this out there, but this is a general, rough guide based on the games and also expaining the process I go through when deciding certain things for my characters. I don't actually expect people to follow this word for word, but use it as a rough idea on how to make RMs. If you have nonbinary RMs or want to make nonbinary RMs then that's entirely up to you and you alone. I'm not saying that just because the traditional naming rule tends to say a particular gender/sex that you can't make characters that are non-binary. The point here is I'm making this for people who want to keep it as close to canon as possible, which also happens to restrain artistic liberties and personal choices half the time (there's certain things I wish I could do when creating my RMs but I don't because I ultimately chose to keep to as close to the canon as I knew how to of my own personal choice).
Nahh fam, if you want to make any of your characters non-binary then go for it, don't just be hindered by something you read on some guide a random internet user such as myself created. As you said too "people are going to make [nonbinary RMs] anyways", so I'm not really in a rush to change anything because I think I've made it clear enough that I'm not demanding that people follow this thing word for word.

Well, I did make him for this guide after all!
That question was answered in the description funnily enough:
