The bird making eye contact is actually making radio contact with the tower because they are about to land.

I will try when the weather gets better at my place. Just yesterday I put some cookies on my window sill, nothing happened, this morning I was wakened by picking sounds; it where gulls who took the cookies.
Now I know they come that close even when you stand just in front of them at the window.
