Kåartja (guy holding the gun) is trying to shoot a hole into the ships' fueltank...a bit revenge for his brother getting shot by the city watch, Ellija is just enjoying watching him doing that

The atmosphere in this picture is really well-conveyed. The city seems to be choked in smog and grime, and the beams of light sweeping over the roofs have a real sense of menace.
