Also, in the Russian language ( I am Russian D: ) has no word "derp", so we have "Derpy" does not sound insulting.

Derpy is, the first, and general name for her... When Ditzy is also very common, and especially used by authors and seen by their readers, which make up for quite a sizable amount of people.
Dinky is her fan-made unicorn daughter. She originate from the 'Winter Wrap Up' episode (she jumping with rabbits). She was greatly popularized by many stories.

I believe the name Ditzy Doo might be her official name. I'm not sure though, and can't remember where I read that fact.

Well, officially, from what I heard... at one point they said they would give Derpy's design to Ditzy Doo (or something... it's a tad confusing), IF one day they would put her in the series (in a more active role).
But, in any case... Derpy/Ditzy/Bright Eyes are the same and only pony, with a daughter : Dinky, for ALL fans around the world.
