To some degree, I blame Arcturus Mengsk for Fenix's death, because if he hadn't abandoned Kerrigan to the Zerg, then Fenix would still be alive. At least Mengsk got what he deserved at the end of Heart of the Swarm.

Blizz' writing has hit rock bottom. They can't tell a good story like they used to.
I believe that even if Mengsk would have got her that evac, the Overmind would find another way to get Kerrigan.
