Usually, most groups only support one kind of thing, so that way, they can stay organized, but some groups, have a spot in their folder, for different things, even if they have nothing to do with that group
It's up to either of the person in charge, or a member of that group to decide whatever or not your picture is allowed.
Some people, just DON'T CARE, on what you do, as long, as you keep it clean.

You just can't put anything you want in that group anyway, they're mostly a Princess Luna group, but they do have folder called other, that you can put somethings in that has nothing to do with Princess Luna.
But I do agree with you, why have a Princess Luna theme, if you allow other stuff that isn't part of that group?
