Eh. They're a bit too small to really take care of most tasks we'd consider "jobs." That said, if they start stealing and stuff they're sentient enough that punishment is probably warranted. And they don't seem like they'd be too big a drain on one's budget...
They're people, but they'd be pets, too. Though given free will, that's not something you'd force on them, just sort of an arrangement you'd enter in with them. Exactly what sort of arrangement would be up to both parties.
