That's the excellent Longhorn Alternative visual style (also available as WB) from the suite by enhanced and pAntoni.
Wallpaper is also from the LhA suite.

Enhanced Labs is the home of the LhA suite, but they've taken the file down for a bit after M$ sent them a letter telling them to remove the Windows logo from it for face action.
The file should be back up soon - not sure if anyone has a mirror
