are these skins just for the MAC versions of iTunes? Windows doesn't have a place for iTunes skins in its directory folder.

This does not include a whole new iTunes - just skin images.
You need to use Multi-Plugin to apply the skin

The background doesn't exist - it's a quick custom jobby that I did for the preview picture.
