So I have seen this Gemsona (and the controversy around it) a lot and I thought I'd clear up some things!
A mineral is an inorganic, naturally-occurring (not man-made) solid substance with a crystal structure. Ice is considered a mineral as it fits all of these requirements.
A gemstone is a material used in jewelry and most gemstones are minerals, but some can be rocks (like lapis lazuli), mineraloids (like opal), metals (like bismuth), or organic substances (like pearls). Ice is not considered a gemsona since no one makes ice jewlery.
A gemsona is a fan-made character/persona of the Steven Universe fandom that is made to fit the parameters of the Gen species and exist in the fictional universe of SU. Ice meets these characteristics since the crewniverse never said Gems (the species) had to be gems (the material).
So let's all be more accepting to the Ices and Rock Candies of the SU fandom! They may never exist in canon, but the same is true of any gemsona that "bends the rules" a bit and trust me, ALL gemsonas "bend the rules" at least a little bit.

If you want to compare this to bismuth and Lapis, well bismuth is a metal. Lapis is a rock. This is a frozen state of water

Ice isn't a gem but a mineral.
Mineral doesn't necessarily mean rock.
Mineral is something that:
1) It's not manmade
2) It's unorganic
3) It's solid
4) Has an ordinated atomic structure
5) Has a limited range of chemical compositions
So yes, Ice is a mineral (when formed in nature) and can be used as a gemstone

That's okay! It can also be a mineral. Sometimes Ice can pick things up. It's complicated. If you look up ice gemstone on google, you can see it faceted. It's a mineral as of what it can pick up. Bismuth and Ruby would melt in magma, yet they both are magma and heat proof, not to mention Garnet. Art's all for fun Also, Lapis would get destroyed in water.

1.) Pearls arent gems, neither is a bismuth. A pearl is an oyster and a bismuth is a metal.
2.) Many of the gems wouldn't survive certain temperatures with logic like that based on gems IRL
