I am noticing as I look back that Uzuri has that dark ringed look around her eyes that is characteristic of the lionesses in Zira's pride later on. This makes me wonder if she plays a big part later down the line.

Actually Zira's correct here. Her sister had no right to go against mom's word, it sends out mixed roles to Shule. Zira's mom, Uzuri is aunt. She is lower on the authority chain.

Zira is not correct because she want to isolate her daughter from the cubs and particular from Simba. Uzuri see that and what to protect Shule ( even if Zira must yell at her for that ).
It's not because Zira is her mother that she is right.
Shule was not punish, Zira is lying, she just try to justify the fact she donesn't want her to play with Simba because she hate the cub for being the prideland's heir. Zira try to CONTROL her daugther.

Uzuri is wrong in your way of thinking. Because you think mother's ordesr are a laws you must respect. If she did not allowed Shule when she ACTUALLY did something wrong and that Uzuri said otherwise, she's okay.
But:
-Zira want to control her daugther.
-She try to isolated her from her family
-Zira doesn't do that for the well being of her daugther, but because she is jealous of Mufasa's family.
-She doesn't care about what her daugther can feel.
Zira TRY to turn the situation to make Uzuri wrong ( exemple: she is lying right now saying Shule was punished, and it's why she could not play with the cubs, when it's a lie!)
Is she was beating Shule and Uzuri try to interfere? Would Uzuri wrong?

I'm not sure why I'm being yelled at through internet when that's a different situation. If mom's beating the cub, it's one thing but Uzuri's still just the aunt. She can't just override Zira's word when she's not aware of everything you just said except the jealousy and controlling.

Zira use manipulation and psycologic violence with her daugther. It's note better than physical violence. It's on the same level.
Uzuri see that and try to protect the cub.
I'm not saying she is right to do that ( even if in fact she is ) but that Zira is not right too.
Zira acts for herself.
Uzuri acts for the cub.
In the eyes of the pride Uzuri ils wrong, but to lector eyes who know Zira's plan she is right.

Of course Zira have the last word. But it doesn't mean what she did is good. I try to tell you it's not because what she did is legal that it's okay or nice or right.
And on the contrary what Uzuri did is maybe not socialy acceptable ( and still ) and she have no rights to do it. But it's a "good" thing.
It's not because Uzuri is only her aunt that she can not try to help her niece. Like when Dike "help" with Zira's case. Many people said Dike was horrible and it was not her bussiness, but it actually work and it was the thing to do. When she saw a situation where parents ( or child ) are in difficulty you must help.
What Iphigenia's parent did was also "in their rights". It was legal. But it's not right ( meaning it's not good for their children.

But it's only your opinion. The majority of the lectors here saw why Uzuri did that and understand Zira's manipulation which makes her sister wrong when SHE ( zira ) is wrong.

Many artitst ( like me ^^ ) give Zira's mother light colors because in the developpement of TLK 2 Zira was supposed to have blue eyes and light colors. I did not steal Savu's design for her.
Then, my version is more muscular and they facial looks are not the same.
