I used a soft round opacity-controlled brush to set up the base tones. And on another layer set to Overlay @ 30% Opacity, I used a custom brush which was opacity-controlled, scattered, had an angle jitter, and had slight variations in color (using color dynamics). I also used another custom brush to create the subtle "lines" on her forehead. (It wasn't the best brush to use since it's not that convincing, but it's all a part of me learning.) It sounds kinda complicated I know, but these made applying texture pretty easy.
Creating custom brushes might seem a bit advanced or intimidating, but it's actually easier than you might think.
