In my headcanon, after the events of the movie, Diane Foxington convinced Mr. Wolf to earn money in a good, honest way, so he volunteered for a paid medical experiment to see if a male could gestate with an artificial womb. Diane is the mother because her DNA is the closest match to Mr. Wolf’s DNA. After it was a success, he loved the thought of being a dad and carried out the rest of the pregnancy like normal.

Mr. Wolf knows that Mr. Snake hates letting others see his softer side, so when they’re alone he loves to let Snake cuddle up with him and let him bond with the future member of their squad.
