i don't know how to do him maybe you can use kenshiro or raoh but i think kenshiro is better since momotaro is similar to him and you can use momotaro's sprite to do him using the hammer, and to fix his size to look more tall in the animation or other thing you could resize him but it will be hard to do his spikes and helmet details
