Maybe because Stalin through Gorbachev saw him as "helper" from outer space. You know, provide them with space knowledge and stuff? So they keep his existence as minimum as possible. Good thing that there were no tourists back then, so the commie party (politburo) could let him walk around freely. Otherwise the western people (west Europe and NA) would know him and they would capture him for crazy experiment.

Ah, i see. :/ I heard when America really want to capture it for experiment so bad, since there is numerous UFO sighting for many years in America. I don't think there is UFO sighting in Canada but very extremely rare than America since back in 20th century.
