Though machines have largely replaced the need for humans to operate on each other, many Xenos Scientists still like the 'human touch' when operating on their creations. Whether it be for practicing accepted forms of medical treatment or extensive experimentations and dissections for the hell of it, the scientists under the Empire's rule are by far the most knowledgeable in just about everything organic related. (Gentic modifications, biological warfare, medicine, Xenobiology, etc.)
With the Empire having a very relaxed policy towards the scientists under it, almost anything is fair game; allowed only under supervision hidden away from the public. These hidden facilities produce anything from soldiers to viruses for biological warfare if ever needed.

The Empire is the master of it's trade and much like the other nations: does not like to share technology, preferring rather to keep it stored away as files in it's massive archive of knowledge, or locked away deep in a facility vault.
