In my head canon, Piccolo enlisted himself in the Red Ribbon Army as a child soldier and they gleefully accepted him until he became too hard to handle. His motivation was so that when he decided to take over the world he already would have underlings with weapons to order about. I can see him taking up smoking during his time there XD
