I was aked about this a while back when I drew the picture.So here's the very simple way for painting fast the repetitive elements.
Notice that The picture here wasnt refined so It just an example.

Nice tut. Can you import brush to SAI? Cause I don't really use PS for drawing, just for adding special effects and texture later on. Oh, and a tut on texture, please.

Aw so you just make a brush, that's what i did with one of my characters hair XD I make a selection of his hair and made it into a brush and custom shape XD

The later versions of photoshop do have more brush settings though. If you need to you can always download a trial from Adobe's website and make your brushes with it.
