Well of course it isn't Springtrap (phantom Bonnie, or just Bonnie) but Scott made sure every animatronic TYPE was in the game, so he went with the normal animatronics instead of the toy versions for Freddy, Bonnie, Chica, and Foxy. As well as there's no body clinging to the ceiling which is a better indicator since sounds like mangle's wouldn't be out of place in the attraction. Also for an easter egg it appears a bit too much in game play, being about as common as Freddy walking down the hall or the phantom Puppet. So it has a better chance of being regular phantom Foxy rather than phantom Mangle.
