It is theorized she isn't. I did some poking around, and can't find any solid evidence against it. So it's evolved from a theory to a headcanon, for me.

Plus if you think about how Fazbears Fright couldn't find any (complete) animatronics besides Springtrap. They may have found Mangle but disregarded her since she's all broken & withered.
