correct me (with proof of course ahaha) if im wrong but in one of my classes we learn that when you commission an artist to draw you something and they pay for it, all ownership of the drawing itself belongs to the customer, the person who bought it? and then the commissioned person has to ask to use it for anything since it then belongs to the person who paid to have it made

Terms of service differ from product to product. Its very rarely the same thing. Its not the customer who makes the terms of service, its the seller. if you do not agree with them, you do not have to buy from them.
