Technically, you're both right. Lichen is algae sandwiched between either two layers of fungus, or a top layer of fungus, and a substrate underneath.
And, it looks like you found a real beaut. It's a great shot, to be sure. Now it's going to torment me, though.. I'll have to google around until I find out exactly what species it is.. XD

it's a Cladonia lichen, possibly Cladonia fimbriata or some related species
