I cut out a piece of Plexiglass (I found mine at a Hobby Lobby Store) in the shape of a dolphin tail using thick box cutters. Using that as a base I glued on fleece fabric in the color I liked using a hot glue gun,leaving enough room to stuff it and leaving the top where it would tie around my waist open, After I finished gluing it and let the glue dry I cut off the excess fabric and using Ployester fiber stuffing,which I also found at Hobby Lobby I stuffed the front of the tail where the spikes would go, careful to not push to hard so the fabric would tear and also looking for any holes, After I stuffed it I turned it over and did the same for the back of the tail except I used white fabric. After letting the glue dry I glued the top of the tail to the Plexiglass making sure to leave a hole for a rope or belt. After the glue dried. I used dark blue fleece fabrics, I got mine at Michael's Crafts, they came in little sheets. Using the same Plexiglass as the base for the tail, I created the spikes by cutting it into triangles and I hot glued the triangle together and covered them with the small sheets of blue fabric, I glued a rectangle to the bottom and once all the glue was dry I glued the spikes to the tail keeping them as centered as possible. After it was all dried I used a belt and tied it around my waist. Hope that helps, if not I am probably gonna do a walk through either video or picture by picture soon as I get money for supplies. wow could i do it by simply cutting the shape of the tail in two pieces of felt sewing it then stuffing it?

Yeah you just got make sure you make it short enough so it doesn't drag and it would be more flimsy.
