oh boy, okay. SO. 
He is... definitely maybe, bleeding out. The scene was going to be written as mission failure. Lucio knows that Tracer wouldn't leave him behind, but the missions gone way too south, and he's not going anywhere, and neither is she. His amp is broken shattered beside him, almost useless, even his passive healing song can't staunch the bleeding. Tracer keeps trying her best to blink out of there with him, but he can't be moved, there's too much pain and she can't move her usual distance or as quickly while trying to get him out of there.
Their enemies are closing in on them, too many, and he looks at Tracer and he's so glad and sad all at the same time. She's still looking for a way they can both make it out of this. He'd say something really cheesy laying a heavy a hand on her shoulder while heavy footsteps are drawing closer, "It's okay, not going asking you to leave, Trace. We both know you're not going to...but I'm not giving you a choice."scraping up his broken amp from the floor he swiftly points it at her and before she can react, sound blasts her away to a safe distance a final thank you from him mouthed. The wind knocked out of her and surprised she quickly gathers herself, ready to blink back but the suddenness of an explosion where their enemies and lucio were stops the speedster stunning her into place, unbelieving. 
Her visor reflects the wreckage and the growing flames. she's missing a pulse bomb.

sdfkjadlfjkasjkl I'm so sorry, I forgot I hadn't responded to this, but AAAAAH, oh god feels. ;_; So many feels. Poor Tracer and Lucio, this is just too sad. But at the same time I'm into it? Please tell me there was some way he could have been saved, though ;A;

Alternatively, I see this as the two having been out racing. They got ambushed, and one of Lucio's skates were shot causing him to crash onto one of those spiky "decorative" metal fences then momentum (He was going as fast as he could) kept him going until he crashed into a wall face first, hence the bloody nose. He might have a concussion from the crash, which means he shouldn't be moved until he heals or receives medical attention. His amp got lost when he crashed, so he can't use his passive healing. He's telling Tracer to go get help, because there's too many for her to take on alone and she won't be able to escape if she's carting him around trying not to aggravate his concussion. He points out that with her abilities she'll be able to get help quickly. He eventually gets her to go, but he knows that no matter how fast she goes help won't get there in time.

(Un)fortunately for him, the Talon forces weren't aiming for elimination, instead their aim was to capture. Tracer was the big ticket prize, but Lucio would do. He was better than returning empty handed. He might not be as much of a blow to Overwatch's combat effectiveness, but he would be a blow to their morale. Especially if they brainwashed him like they did to Widowmaker.
