It looks kinda 'kiddy', but I think that fits him. After all, when I first saw the design (de Blob 2), I thought his eye was his mouth and his pupil was a giant buck tooth. Even now, I still can't get that image outta my head.
Also, you forgot the medals on his sash. Just saying...

I was going for a simple yet friendly concept for Comrade Black, but I do plan on recreating his design again.
I got lazy on the medals, and I forgot what they looked like so there's my reason why I didn't draw them in. X3
