It wasn't Sega's idea they just had rights to it.

Think about it like this: Remember that seed that Tails got afterward? There are theories that it is either Cosmo, her child or something else, so either Cosmo could come back in the future or Tails will be a father and have to work doubletime as a freedom fighter to provide lol

I remember that scene...and yah!! maybe in the future the seed grew up into cosmo,and she will be trained by tails...and become a great freedom fighter.
