Look for people who do art trades or take requests.
Artists taking commissions usually actually need the money (a lot of the time this is their job) and asking for free art just shows you don't really value their time/effort.

#1 is my favorite because of the soft and girlish feel of the piece, the extra detail given to her eyes, and the fact that it's all variations on a single color (pink in this case). Plus some of the flowers from the background are actually placed over the character, so the background feels more connected to the subject. I also like the sharper angle of the eyes in #4, because they make her look older and a little more serious. ...#2 reminds me of Sakura from Naruto.
