Chatot (Perappu in Japanese) is a 4th Generation Pokémon from the Diamond/Pearl games. AND...it is a parrot. A parrot with a musical note for a head and a metronome wand thingie for a tail. It was originally rumored to be a pure Flying type (which would be the First Evar) but now sources say it's Normal/Flying, meaning that Flying is a Pokémon element that is ALWAYS paired with another.ANYWAY. This is a rough scribble of a Chatot in flight. Technically it should be a scrap, but I haven't done any art for a while, so here it is. Yeah, see, I've been insanely art-blocked, so I decided to do fanart to try to get the creative juices flowing again. I have a kiriban to do, after all.
EDIT: Dude, Chatot is a sucky name, oh well.

I am very much amused by the note-for-a-head.
I actually did the clouds with the normal brush in Painter 7, but with much reduced opacity levels. I have odd techniques.

Your mileage may vary based on your program, but in Painter 7, I get a large brushsize on the Opaque Round brush tool, select a bright but not quite completely white shade, and use a low opacity level like 7%, then go over it with increasingly brighter whites, making the tops of the cumulus heaps white, etc. It tends to make for more cloud-like clouds than the grainy airbrush, which I tend to use just for my spectacular splattery backgrounds when I'm too lazy to paint an actual background.
