This reminds me of a movie: "We're Back! A dinosaur's Story" I used to watch it all the time as a kid and in it there was an evil scientist or something that had a screw for his eye, I think. At any rate, he used it to control people's minds and it glowed and he owned a circus and it was a cartoon. This picture looks like it could be out of a cartoon, with the fun outfit and the hairstyle reminds me of a ringleader of the same sort of circus, on top of the glowing eye. Great great shot. You did a phenomenal job of touching up, it looks amazing.
