Great design! I really like the general shape of the base. The green looks really cool and I like the texture you've got going on in the space background.
This might just be a preference thing, but I think the details on the base could be sharpened a bit. They're just a tad blurry right now; I don't know if this is a result of the render or a filter.

Oh, wow...I've been here before...
Now that I see it again, all I have to say is to probably sharpen the Starbase a little so that it stands out a bit more from the hazy green background.

There are some more Babylon5 related images in my gallery and in my favorites.
The station is modeled compleatly from scratch in 3dsmax.
All I had was an reference image.
The finishing touch was to apply a toon filter.

you know, interesting that i actually became a fan only because of the name babylon. i love the gardens of babylon and all related stuff, so the name caught my eye and i started watching and liked it very much.
it's cool that you've done the whole thing from scratch, i'd never manage. but then architecture is not my forte.
