I need help with wrinkles in clothing, and ways to utilize artistic pens better. Also, some input on the perspective would definitely be appreciated. Thank you~!

with lineart, it helps to have clean strokes. you can accomplish this in a few ways, all with a hard brush. some artists do long sweeping motions, so they get the whole line in one movement. some artists zoom in very far and very cleanly sketch in a line with short, quick movements. some artists sketch in the lineart with a very large pixel brush and erase away until they get the line they want. it's completely up to you. personally I use the first method, it's fastest, keeping my left hand on ctrl+z cuz big movements can go awry easily.
also, paying attention to where light is hitting the character can help you with line weight. where the light hits the line it should be thinner, and thicker then where the shadows would be.

The drawing was only edited on the computer, the lines were actually done with pens on paper. I can't really ctrl+z. Thank you, anyway.

oh ok! in that case a steady hand comes with practice, and short quick movements are prob your best bet

Nice art!
It's great but to me there is a problem with space between nose and mouth, cant find the right word but if you look at avatar nose and in some anime you will understand me.
But hey it's just my opinion, don't take it for granted, It is still awesome!
