Ray is a mutant fish hybrid that was introduced in the 1987 TV series episode "Rebel Without a Fin".

Ray was created by Dr. Polidorius from a variety of sea creatures including a: manta ray, octopus, Electric Eel, blowfish and scorpionfish. Ray was the first of a proposed many fish-men that Polidorius planned on creating using his Evolution Accelerator. Ray was ordered by Polidorus plant explosives in certain parts of the sewer so that he can sink the city beneath the ocean as a city for his race of fish people.

April O'Neil spots Ray but is kidnapped by him. While searching for her, the Turtles meet Ray. A battle ensues, but Ray's arsenal of eel electricity and scorpionfish quills defeats our heroes. Ray escapes into the sewer before anybody can catch him. The Turtles finally find April in the Doctor's lab, but are knocked out by Ray's electricity, captured and are unable to stop the Doc from mutating April into a fish-woman in an effort to provide a mate for Ray. The Turtles manage to escape from their trap, but Dr. Polidorius gets away. The Turtles track down Polidorius with the help of April's fish powers and encounter Ray again. They pile on top of him but he knocks them off by inflating like a blowfish. Ray escapes once again into the sea when April accidentally activates the emergency floodgate, and seems content to remain there for the rest of his life.

Ray has a laid back surfer personality, he was generally deadpan and apathetic as a whole. When assigned to plant explosives in the sewer for Polidorius, Ray noted to his creator that he wasn't sure about the morality of his actions and that he didn't need to live in a city, but Polidorius threatens him into going along with the plan.

Ray was glad to be free of Polidorius in the end of the episode, noting he liked his privacy.
