Kuvira's character thinks in the same vain as either General Wade Eiling, Amanda Waller, Lex Luthor, or any official who had a negative experience with metahumans, believing they could be of great use to the military, if not willingly, by force if necessary. Which is why Bruce Wayne has stepped into the political reign with Lucius Fox, Oliver Queen, Ted Kord, and Alan Scott. They know the types ambitions these people have, and they think beyond just "protecting the peace" They want power. No matter what. And Bruce can spot that a mile away.
