Well, if you look, especially at the edges or the horizon, you see pixelated areas. And it doesn't look like the typical high-ISO pixelation.
Rather, to me it looks like it was incorrectly compressed .jpg image. When saving a jpg, most programs let you choose the quality of the image.

Actually it's not so difficult once you realize the matter. As you save a .jpg on Photoshop, just make sure that you're saving it in the highest quality and you'll be fine

I hope I get it. Well, I always save the pictures in Photoshop in the highest quality. Then I reduce the shot to 40% in order to send it to dA. Perhaps the reason is there, but I keep guessing, I must admit.
But there is another point here at dA which I do not understand: the file size in this case is 827 KB, the image size is only 72,2 KB. Looking round a bit now, I see that this reduction happens quite regularly here at dA, but not with all pictures. I do not know either whether this has any effect.
So still a lot of guessing, I am afraid.

You should always reduce the size before you save it, otherwise it won't work, I guess.
But try to google up some more links about jpg compression, I bet you'll find something helpful.
Hmm, I don't think dA compresses pictures itself really. Because this is an art community. Many websites do compress images, but I don't see dA doing that. At least my images keep their original quality.
Overall, saving pictures in .png format makes them keep their good quality much better, but they load in the internet a bit slower than .jpgs do.
