Not quite how it happened. Cat Grant got implants, and was flirting with all the guys at the Daily Planet office, then leaned over Clark's desk, cleavage bared... and he didn't look. Instead, he just met her gaze, and for several patterns, nothing happened, with Cat even looking down at her boobs to check if they were somehow broken. Then, she just stalked off, muttering about how Clark was from another planet or something.
