If the eyes are the glowing, red ones, then what are the tiny little black ones on top of it's head?

Other way round, its eyes are on top and the red is just bioluminescence. Though arguably they could both be a form of eye

Pokedex says they're both eyes. One set to see prey on the ocean floor, the other to spot predators from above.

Those are actually fake eyes, the real eyes are ontop on the shell
