Here's the latest in the Ultimate DC line.My Infinity Inc. is a group of reality hopping heroes led by BrainiaX. Their leader is Wildcard, Dick Grayson from an alternate universe where Bruce Wayne never became Batman and the Joker is the protector of Gotham. Grayson trained under the Joker as the Class Clown, but eventually became his own hero and took on the new mantle WILDCARD!
(This was not wholly my idea, but the design is mine. Sorry I can't credit who pitched this idea to me, but it's been a while.)

Okay if Joker is the protector of Gotham then would the villians still be alternate versions of the Batman villians? like how his suit looks a bit like Harley's yet still fits him.
