Who is she?(background I mean), When does she come into One Piece? and what is her power?

She's the leader of the Kuja tribe (basically a race of all-female Amazonians that can all use Haki) and one of the Seven Warlords of the Sea and appears shortly after Kuma separates the Straw Hat crew. She's kind of a bitch and likes to use her beauty to get away with things at first, but she gets a bit better after she falls in love with Luffy. In her youth she and her sisters were slaves of the World Nobels who abused them, hence her bitchy attitude. She ate the Love-Love Fruit (Mero Mero no Mi) which was fed to her by her slave masters, a Paramecia type Devil Fruit that causes all people (regardless of age or gender) to lust after her and allows her to turn those who do into stone through a variety of ways, such as just through touch, firing a beam from her hands (the gif up there), creating hearts with kisses to do so. It doesn't work on people who don't lust for her (like Luffy) and she can turn them back to normal at any time. She can also use Haki (Armament and Supreme King) and is super strong, using mostly kicks in physical combat like Sanji.
