"Mermaid to be tied down with her arms like this (not wrapped though) being tickled by a hypnotized mermaid pink navigator

The plot is that save mermaid has been captured and tied down to a table... The pink haired navigator mermaid comes in to rescue her only to be hypnotized by an unknown villain... the pink haired navigator will have her fingers laying on starfy's underarms making starfy laugh in helpless hysterics..."

I ended doing slight alterations but hope they don't ruin the concept
