For some reason I now find funny that regardless all my efforts to specify that the non wave request id is set, the request MAY be a bit picky, people keep just reading "Request and Suggestions are Open" and that's all that mattersI also find less stressing ignoring the note, than replying

Depends, if it's a special condition and/or it breaks the rules, it will be ignored
In the case of the note you sent, let's say it's well elaborated, but the plot is quite lengthy and you are using many characters

I don't do a ban list
wasting my time and energy in arguing with people that will keep ignoring my rules is useless
a wall probs put more attention
instead of tire myself saying "you broke rule X", I simply ignore it and never do it
As for the cancelled list is a list for those ideas that I accepted but after too much thinking, I just think that I really won't do them, now I try to be a bit more picky with request and if a request is well asked (but doesn't sound appealing) I try to give a feedback

well most people who take requests don't organize rules like you do, most just say "sure, i can do that" or "no, go away" ...you can take a guess which ones i always got, lol
