Its just the fact that it's really fun to see different expressions on characters like Bison who are more often than not also depicted scowling...either a scowl-FROWN or a scowl-Ohmygodhesgoingtokillus smile. Even if its just a small example, its funny. Rose's little smile is great as well.

ironically, All Bison does is Smile, but people always draw him scowling. if that villain was any happier he'd make every other character in SF look like their hopped up on antidepressants, he enjoys every waking moment of his evilness and if you play SF4 his everlasting smile + eagerness to deliver pain + no eyes = the most hilarious display ever conceived, he looks high on his own psycho power

guess that's why they keep reviving him, too many brooding assholes, Adon possibly also for this reason although he broods outside of the ring


Sagat on the other hand, must have been born Stoic cause he literally has no emotions what-so-ever
